JOB DESCRIPTION
Our client has recently been selected to become Canada’s West coast centre of Excellence and long term partner for ship building. It has received a multi-billion dollar grant to construct 17 ships over the next decade. They are investing $200 million into its shipyard facilities.

The Steel Manager is responsible for management of all steel trade work for New Construction and Repair projects. You would be responsible for budget, schedule, and quality and safety performance of ship fitting and welding activities. The position provides leadership and direction for continuous process improvement in the Ship fitting and Welding departments, and fosters an attitude of co-operation with other departments. The position requires significant interaction with senior management, supporting departments, equipment suppliers, owner’s representatives, regulatory bodies and union leaders. 

The Steel Manager develops and implements steel work procedures, and analyzes and recommends tools, equipment, jigs, and fixtures for implementation.

Responsibilities include ensuring projects are appropriately manned and supervised to meet schedule and customer requirements. You will be responsible to hire, train and provide qualified steel trade workers .

Duties/Accountabilities

    Manages cost, schedule, quality and safety for all Steel Department operations by monitoring budgets, providing skilled and efficient resources, ensuring workmanship meets quality standards and ensuring compliance with safety procedures.
    Manages the hiring, training and deployment of qualified ship fitters and welders to the Subassembly, Block Assembly, Outfit, Erection, and Repair superintendents.
    Allocates manpower to projects in accordance project schedules and priorities, and ensures workers have the requisite skill for assigned tasks.
    Monitors work progress with the Repair, New Construction Steel and Welding Foremen to assess job status.  Provides guidance, direction and corrective action where required to ensure Company and Customer expectations are met.
    Leads process improvement and safety initiatives for the Steel Department.
    Ensure that a strong safety culture is instilled within the Steel Department.
    Provides input in new projects by actively participating in build strategy development, project schedules and cost estimates.
    Analyzes tools, equipment, jigs and fixtures.
    Specifies and assists Purchasing Department in procuring consumable materials for fabrication and welding processes.
    Maintains departmental records including certifications and training records.
    Conducts regular maintenance and safety inspections of equipment, facilities and work sites ensuring deficiencies are quickly rectified. 
    Maintains and develops ISO procedures for steel operations.
    Ensures departmental Earned Value Management System (EVMS) reporting is timely and accurate, and supervisors are appropriately trained in system requirements.
    Ensures compliance with union agreement and WCB regulations.
    Improves departmental skill and productivity by liaising with supervisor in assessing skill and work habits of individual employees.  Initiates training as required.
    Maintains positive relationships with customers by communicating scope of work, progress, material and workmanship.
    Works with disability and rehabilitation consultants in assisting injured employees return to work by selecting appropriate tasks and conditions.


Education and Experience

    High School diploma.
    Trade qualification ticket in steel fabrication, ship fitting or welding.
    8 – 10 years supervisory experience in marine structural fabrication.
    Experience managing a large multi-discipline project driven workforce. 


Skills and Knowledge and Required Competencies


    Detailed knowledge of steel construction fitting and welding procedures.
    Ability to read and interpret complex technical specifications and drawings.
    Detailed knowledge of modern manufacturing concepts including work cell layout, quality control, accuracy control, just-in-time production, etc.
    Knowledge of and experience with “lean” manufacturing processes.
    Knowledge of shipbuilding terminology, methods and procedures.
    Demonstrated competency in development and qualification of weld procedures.
    Excellent technical, analytical, problem solving, communication, leadership, and interpersonal skills.
    Ability to conduct business in a professional and ethical manner.
    Strong verbal and written skills.
    Competent in use of Microsoft Office suite including Word, Excel, and PowerPoint.
    Knowledge of certification process under the CSA Standards W47.1/W47.2M.
    Knowledge of regulatory body rules and their application to both repair and new construction projects.
    Ability to conduct inspection of projects to meet SMC S.O.P. standards.
    Knowledge of welding equipment as stated by CSA standards.
